For #1, there's some kind of printer's typo because there's a closing
double quote without a matching opening double quote. So first you have
to determine who, if anyone, is speaking there. Either we have to add an
opening double quote, or remove the closing double quote, and that
depends on the greater context.
#2 looks grammatically fine, if bad prose. If you can find a later
edition that changes that in some way, then we could follow those
changes. Otherwise you can leave it.
