Toolset 1.9.2 released

This is a minor release, mostly to fix a bug in build. In the previous
version, build removed double-nested Kobo spans to prevent surprise CSS
effects after build. But, we didn't remove the Kobo compatibility CSS,
so poetry/verse rendered incorrectly. This release fixes that.
