I would like to do this comic novel by Wells as my next project. Is that OK?

The book is about a cycling holiday in which the male protagonist falls in love with a pretty girl on a bicycle.

Fine art images featuring bicycles are very hard to come by, but I found this in the Library of Congress:

I can't put it into our artwork database because it's out of the ordinary (not in a book or an accepted museum), but it's clearly copyright 1894.

It looks like the LoC entry is a print based on a painting which was also used as a magazine cover in 1893:

I know we have used magazine covers in the past, so maybe that improves the case for the cover?

You can certainly use cover art of magazines, you just have to prove it
just like anything else, i.e. show a copyright page with the year on it.
