If it's not on PG because it was published after 1930, then we would not
accept it because that would require careful research into the copyright
status, which for now we defer to PG. If your text is pre-1930, then you
could certainly do it if it's not on PG, because that's the current
cutoff year for guaranteed US public domain status.
Any text on PG that was published after 1930 has gone through careful
copyright clearance to prove that it is in the US public domain. Just
because it's old, doesn't mean it's PD.
