[Next project] The World Below, by S. Fowler Wright

For my next project I would like to work on The World Below, by S. Fowler Wright.
This work has two parts, the first, The Amphibians, was published in 1924, and then, in 1929, The World Below was published with both this first part and the second (also called The World Below) as a single volume. The second part was first published as a standalone text in 1951. I wanted to confirm that we want to treat this as a single production, like most editions seem to do.
For the cover, I'm thinking of something depicting a cave, since part of the novel is set in subterranean Earth. This might be a good choice.
Can I work on it?

The project is almost ready for review. I have two questions:
In page 257 there is a small list with the articles of a treaty. I think the content makes it an ordered list, but I couldn't find a way to add the "article" label before the numbering, so I left it as an unordered list for now. How do you think I should deal with this?

In page 287, there are two instances of <i> elements, which are using normal font in the middle of an italics section. I think the most appropriate way to deal with this is keep the main text normal and use italics for the two small passages. I'm not sure if an unsemanticated <i> is the correct element, however. What do you think?

I don't think it's a list, it's just a blockquote. Put it in a
blockquote without italics.
The second one is also a blockquote. Remove italics from the whole thing
and you can add italics to the inline editor's notes.

Alex: got an opinion on modernizing frog-mouth to frogmouth here? My assumption would be that frogmouth is in the dictionary because of the bird: https://en.wikipedia.org/wiki/Frogmouth.

Why didn't we use the first edition dust jacket as the cover? It's in a
good style and the title/author would be very to remove.

I didn't think it would look very good. Also, the best version of it I found is here, which is a low-res image. I made an attempt at removing the text, and in my opinion
the final product doesn't look that good (I'm utterly ignorant regarding image editing). If you think this looks acceptable, I'll change the cover.
If someone wants to volunteer to improve the image I would greatly appreciate it.
