Caliin southwest Colombia is the third most populous city in the country, and it has a dark reputation that can match that of Medellin in the 90s. Unfortunately, crimes including robberies, gunfights and murders are common news in Cali. While there are improvements from the past, certain neighbourhoods are avoided like plague and Barrio Silo (Siloe neighbourhood) is one of them.
Located in the southern part of Cali, Valle de Cauca, Silo (also known as Comuna 20) is a hillside neighbourhood that houses some of the poorest Caleos. It is the same story. You have heard it before. Poverty and lack of opportunities drive people towards crime. However, things are looking up at Silo.
Our Uber driver who drove us to the Caaveralejo terminal (to access to MIO Cable) was aghast upon knowing our intention to take the 2-year old cable car into Silo, and insisted that we call him as soon as we have finished our ride. To be honest, we knew the place was not the safest in Cali, but we did not know it was perceived to be that dangerous. Still, a little risk is worth taking at times. Never let fear deter you from what you want to do.
Prior to my cable car ride in Cali, friends that rode on MIO Cable told me that they heard gunshots while they were in the cable car sailing over Silo. Never let fear deter you from what you want to do, but you should always stay aware and alert. Check recent news prior to visit.
On a side note, I did a quick check on TripAdvisor (as of Jun 2017) prior to writing this article and was surprised that there were only 18 reviews for MIO Cable (4 were English reviews and the rest in Spanish). The encouraging fact is 83.3% rated MIO Cable as an excellent experience and only 1 out of 18 said it was average. There were no bad reviews (yet).

Hi Sherril,
I will say that I do not feel that pollution is bad in Cali compared to the other big cities in Colombia. The Pacific breeze does a good job at blowing any bad air away. I just wish that the people doing the emissions tests were a bit less corrupt.

To add further spice to an already tense environment in line with poverty, micro drug dealing, and addiction, Siloe received further infamous notoriety for the highest number of police led summary killings during the anti-poverty demonstrations in 2020.
At the same time, she has led a civic struggle of over 20 years to negotiate among criminal factions and the police for the pacification and opening of an eco-tourist route in Siloe named la Ruta Isabela Perez. I was lucky to be part of her carefully run tour immersed in heart touching stories of grief and hope.
Jimena will be our partner for our EcoManka pilot launching in Siloe alongside the Fundacion ProPacifico, the Somos Pacifico Technocultural Centre, and la Allianza 4U led by CESA University Bogota in Colombia. We will provide the self-exploratory tools for the opening up of the neighbourhood further via a self-created gamified Augmented Reality eco-trail run through interactive artistic story telling by 25 local youngsters from the hood. We will run a Human Centred Design educational journey based on self and collective awareness, (re)connection to nature via empathy driven exercises leading to social entrepreneurship and a tour taken to Trip Advisor in the aftermath.
