Can't access http://wiki.rstan-repo.googlecode.com/git/src/contrib/rstan

I just went to re-install rstan but when I ran the following (from the rstan getting started guide) I get an access permission error (403).

options(repos = c(getOption("repos"), rstan = "http://wiki.rstan-repo.googlecode.com/git/"))
install.packages('rstan', type = 'source')

The error message in R is:

trying URL 'http://wiki.rstan-repo.googlecode.com/git/src/contrib/rstan_2.2.0.tar.gz'
Error in download.file(url, destfile, method, mode = "wb", ...) :
cannot open URL 'http://wiki.rstan-repo.googlecode.com/git/src/contrib/rstan_2.2.0.tar.gz'
In addition: Warning message:
In download.file(url, destfile, method, mode = "wb", ...) :
cannot open: HTTP status was '403 Forbidden'

Similarly when I attempt to access the file directly from a browser I get:

403. That’s an error.
Your client does not have permission to get URL /git/src/contrib/rstan_2.2.0.tar.gz from this server. That’s all we know.

I do not have any trouble to access http://wiki.rstan-repo.googlecode.com/git/src/contrib/rstan_2.2.0.tar.gz

Probably, a server was down or something happened when you accessed? Could you try it again?

If the problem still happens, then you may change your IP (if the server really reject your IP, then change it), delete cache in browser.
