rstan and makevars on windows

I noticed this line:
CXXFLAGS = -O3 -Wall $(DEBUGFLAG) -mtune=core2 #set_by_rstan

after changing to this:
CXXFLAGS = -O3 -Wall $(DEBUGFLAG) -mtune=native

compiling is much faster, and sampling may be too... I found an old closed bug report regarding this but thought I should mention as it may be affecting quite a few people - it was this way on both my pc's, which have recent versions of R (2.2x) and rstan 2.9.0.3 .

Ben or Jiqiang --- can you verify we're no longer writing
core2 anywhere? We shouldn't be. If we write anythnig,
it should be -mtune=native.

We don't write anything for now. Even if when we had, it's from what was used by the system (in most cases, from what R distributes), so it was -mtune=core2.  Unless a user changes it, I guess by default, R still distributes a Makevars file for Windows in which it has -mtune=core2.

We don't write the Makevars file anymore.
