Stan 2.3 status (+RStan 2.3, -everything else)

Sorry we got out of synch this time with our releases.

RStan 2.3: released and available through its getting
started page

CmdStan 2.3: being held back so we can release everything
together :-)

Manual version 2.3: ditto

New Web pages: ditto

PyStan 2.3: awaiting completion


Should we wait for PyStan 2.3 before releasing CmdStan 2.3
and updating the web page and manual? The reason we like
to synch is there are shared resources like the manual that
we don't want to have to support multiple "most recent"
versions of.

I found the 2.3.0 version of the manual here: https://github.com/stan-dev/stan/releases/download/v2.3.0/stan-reference-2.3.0.pdf

Is that file not actually the 2.3.0 release? The user-defined functions sections is very useful, in any event.
