Hello:

1. First, thank you for developing stan --- it's making a big difference in my work.

2. I'm upgrading from version 2.3 to version 2.5, using the instructions "RStan Getting Started". The installation goes well until I get the following

Attaching package: ‘Rcpp’

The following object is masked from ‘package:inline’:

    registerPlugin

cygwin warning:
  MS-DOS style path detected: C:/PROGRA~1/R/R-30~1.2/etc/x64/Makeconf
  Preferred POSIX equivalent is: /cygdrive/c/PROGRA~1/R/R-30~1.2/etc/x64/Makeconf
CYGWIN environment variable option "nodosfilewarning" turns off this warning.
Consult the user's guide for more details about POSIX paths:

In addition: Warning message:

If I understand correctly, the problem is with the following code from function "install_rstan":
options(repos = c(getOption("repos"), rstan = "http://rstan.org/repo/"))
install.packages("rstan", type = 'source')
That is, function install.packages is unable to find http://rstan.org/repo/. As requested, here is the session info:

It looks as if there was a (hopefully temporary) network outage. Can you successfully install BH and RcppEigen from CRAN?

Hello:

Q: Can you successfully install BH and RcppEigen from CRAN?
A: Yes.

I cannot connect to http://rstan.org/repo --- I have been unable to connect on Wednesday, Thursday, and now Friday.

Maybe a change in policy with your firewall? If you can download
http://rstan.org/repo/src/contrib/rstan_2.5.0.tar.gz
with a web browser, you can then install rstan via R CMD INSTALL rstan_2.5.0.tar.gz

I tried a variety of different methods of accessing http://rstan.org/repo/src/contrib/rstan_2.5.0.tar.gz as well as http://rstan.org. This internet address is not accessible from my computer. I don't believe that the firewall is the problem, because it has never affected my access to other internet sites.

I cannot think of any reason that the server cannot be accessed but something weird on the user end.  If you visit http://rstan.org, will it say "403 Forbidden,...".

I had no problem getting this:

> ... http://rstan.org/repo/src/contrib/rstan_2.5.0.tar.gz ...

although the top-level directory gives me a 403 message:

> ... http://rstan.org ...

During lunchtime I went to the public library, because the library network is separate from my work network. I was able to download the tar file http://rstan.org/repo/src/contrib/rstan_2.5.0.tar.gz, but http://rstan.org and http://srtan.org/repo gave me the forbidden message (403?). These results are consistent with Bob Carpenter's results.

Now that I'm back at work, I tested http://rstan.org/repo/src/contrib/rstan_2.5.0.tar.gz and http://rstan.org/repo again. Both times I get "This page can't be displayed," which, I guess, is equivalent to the 403 message.

Only the availability of http://rstan.org/repo/src/contrib/rstan_2.5.0.tar.gz is necessary.   Nothing is at rstan.org and rstan.org/repo.

I downloaded the package from https://github.com/stan-dev/rstan/releases/download/v2.5.0/rstan_2.5.0.tar.gz, I installed it with
path\R.exe CMD INSTALL rstan_2.5.0.tar.gz, and I tested the installation. Everything is fine. Thank you for your help.

Keep up the great work! stan is very helpful to many people.
