stan openbugs linear random effects model

Hi,

I am trying to run seemingly same model and get different results for between group variation - variation within group is similar. Can somebody explain what is going on? I am using conjugate priors on variance components in openbugs model and half cauchy priors in stan.

Both openbugs and stan models are attached.
