Terminology: Program vs Model

Should we be calling what's in a .stan file a Stan program? I know we've been calling it a Stan model, but 'model' is overloaded with its use as a named block in the Stan language.

Andrew was unhappy with the overload and I didn't
want to change the tag "model" in a program file.
