Right now, the Stan Math library is assumed to live at the same level as the other libraries for Stan. It currently doesn't have any of its dependent libraries. We could add its dependent libraries, but then we might want to remove the libraries out of Stan if we do.

Currently:
- If Math is cloned from Stan, running the tests from Math work straight out the box.
- If the Math library is cloned into a different location, the tests will run once the makefil eknows about the libraries. The simple way to do this is to tell the makefile where Stan exists because it has a copy of the libraries: STANAPI_HOME. If you wanted to set up custom boost, eigen, or gtest, set the EIGEN, BOOST, or GTEST variables.

Questions:
- do we want the Math library to have its own dependent libraries?
- do we want to remove the libraries from Stan if we do?

in math and then stan and the interfaces get access to them
via their inclusion of the math library?

Anyways, what’s the procedure for running unit tests on the
math library?  I gots math to update!

If there's a way to have RStan import Stan, Stan import
Math, and Math import Boost and Eigen, then we should go
with that.

If not, as long as there are clear instructions to follow
somewhere, I'm OK with whatever decisions we make.

But I don't even know what it means to to have "Math is cloned
from Stan".

I think so — Eigen and boost and gtest.

I also think so. That way the dependences are a clear
tree —

math depends on Eigen, boost, and gtest and can be run
independently as its own math library.

stan depends only on math.

The interfaces depend only on stan.
