output.csv no longer has config details

hi stan-dev,

output.csv seems to only print out this:

# stan_version_major = 2
# stan_version_minor = 8
# stan_version_patch = 0
# model = my_model
lp__,bla,bla,bla

instead of the entire list of arguments.

did i miss something?

I verified. It'll take me a little bit. I need to add a test and then apply the fix.
