Do you think I should add a spot on the web page to
list these. And if so, where?
I don't want to give people the impression that we're
vouching for the external packages somehow; but it'd
be nice to list the ones that are there.

For any R package like this offering a fixed set of Stan programs, you would be better off going the rstanarm route and compiling them at or before installation time rather than at runtime. There is a rstan.package.skeleton() function in rstan that facilitates doing it this way. Or if you are going to IMPS, I could help you convert it then.

Users can perform hierarchical Bayesian modeling, output visualization, and Bayesian model comparisons (LOOIC and WAIC) – each with a single line of coding. Its tutorials are also available here: http://u.osu.edu/ccsl/codedata/hbayesdm/.

If many of the packages will end up on CRAN, perhaps we can petition CRAN about having a "task view" type page such as <https://cran.r-project.org/web/views/NumericalMathematics.html> or <https://cran.r-project.org/web/views/HighPerformanceComputing.html>?

As Ben said, any R package that explicitly Imports, Links, or Depends on rstan will be listed in the reverse sections at the bottom of the CRAN page for the package. Otherwise, it sounds like the easiest option is to have a page on the wiki, divided by Purpose & Language (let y'all decide which goes first).
This way, package/code creators can either e-mail you, create issues, pull request, or straight edit themselves, and you can decide which to feature on the e-mail list or Andrew's blog. It does mean that someone has to keep an eye on the wiki, but that is the case anyway, no?
