Given this bogus issue that was open and closed:

[stan-dev/stan] \\\\\\\\\\\]\]\=[=[][][] (#1876)

I'm wondering if this is a new form of social network
spam? Or just butt-dialing?

Does anyone know if we can set up an approval process for
issues form new contributors? Or should we?

I couldn't find it in a quick Google search.

I don’t think it’s possible — issues for public repositories are
either open to any GitHub user or not used in the repository
at all.

If we see more it would be worth following up with GitHub
support directly.

I don't think it's currently possible. I've seen some groups host the
issues on a different platform (e.g., OpenStack) to work around this.

For what it's worth, I think github does do spam prevention at a global
level.
