But... there aren't enough private repos left on gelman.

Could any of these repos be moved to other accounts or removed?
- nih-andreaae-2015 -- Michael A., want to make this your user's repo?
- blackboard -- Michael or Alp, want to move this to your repo? Or make it public?
- fast-autodiff and fast_autodiff -- Michael, could we consolidate the two repos? Or if they're not useful now, we can remove them.
- hier_reparam -- Michael, is this useful any more? Can I put this under the private "papers" repo?

The rest look straightforward to move.

Have you considered bitbucket?  It gives you unlimited private repos if you have a .edu email.

Do we have the silver plan (20 private repos) for both organizations? AFAIK this is the usual amount you get when you request free private repos from Github.

Yes, but for stan-dev, we're moving to using 0 private repos. Everything will be public. We had stan-dev as an org before gelman and just put private repos wherever was convenient in the past.

There are some dead repos in the gelman organization and not all the ones that are moving are used

When was this unilaterally decided?
