CmdStan v2.9.0 out now!

Hi all,

We've just released the newest version (v2.9.0) of the Stan and Stan Math libraries (v2.9.0)!

Some of the new features in this release:
- General R-like indexing for arrays and vectors!
- Changed unit_vector transformation
- Better adaptation for ADVI

- New core developer member: Krzysztof Sakrejda.

The first interface to have the latest features is CmdStan. The release of CmdStan should be compatible with Stan.jl, MatlabStan, and StataStan.

RStan and PyStan will follow shortly.
