EPG time follows server time when region changed on STB

I have a strange problem - I am migrating to a new server running version 5.66 from an older one which was running 5.5

On the old server running 5.5, when a customer changed the regional settings on his set top box all the EPG data adjusted to the correct time

EG UK programme at 21:00 displays as 22:00 when STB is set to Paris (server is London time)

On the new server which is running 5.66 with the same custom.ini etc etc - the behaviour is different

No matter what region the STB is set to, the EPG data always displays the data on London time, meaning program information and recordings are not correct.
