Shonan challenge paper

Hello!

To make the Shonan challenge better known and encourage
submissions, we have written a short position paper and submitted it to
the Partial Evaluation and Program Manipulation symposium (PEPM),
collocated with POPL13 in Rome this coming January. PEPM is one of the
main symposia for the staging community. Happily, the paper was
accepted. The final version is due on Nov 14th. Here is the near final

We understand that the time is very short. Still, every comment will
be greatly appreciated. The page limit is 7 pages, and we are at the
limit. An advice to find more space is also appreciated.
