Dexterity is important and you'll want enough to get 21 Ninjutsu Capacity. If you have the patience, you can grind for the remaining Ninjutsu Skill Points you will need for important skills, but I have mine at 30 at 150 for a high number of slots for extra utility and cheaper costs for the skills I rock, and the bonus damage to my Kusari-gama is nothing to scoff at.
The most important thing to note is that this build is most reliable against bosses and can lead to you struggling in the early game if you aren't willing to only use Raikiri for a while without investing Samurai Skill Points into trees other than Kusari-gama and Dual Swords (you will not have the stats to use the Kusari-gama or Dual Swords effectively until the mid-late game, so Raikiri is your best option because we will be pumping Spirit early on, but we don't want to waste Samurai points or a respec on Sword skills).
You will be using Raikiri for the majority of the main game, until you have a decent Kusari-gama or Dual Swords with "Change to Attack (Spirit)". Raikiri is easily obtained, cheap to forge new copies at higher levels, and has a low resource cost, requiring Demon Horns and easily obtained materials. As stated, you won't be using any skill points in the Sword skill tree (unless you don't mind respec-ing out of them), so this may be difficult, but you can invest in Flux, Flux II, the Ki Pulse skills, and the Living Water skills to help your Sword use slightly.
So all the gear together gives you a slew of benefits and practical uses. The Kusari-gama is build around breaking the enemy and inflicting status effects, especially Yokai, and the Dual Swords are built for maximum sustainable DPS. The RDA provides us with more "Close Combat Damage", and most importantly, gives us the massive +27.5% bonus to "Close Combat Damage" when your enemy is Scorched (on fire). The chest piece is there simply to gives a pretty needed bonus to defense, and the accessories are as well, though the Yasakani Magatama is there because we need it to reach the RDA five piece bonus without losing a ton of defense.
Kusari-gama: Reaper, Summer Twilight, Blade Spin, Whirlwind Kick, Foot Sweep, Armor Piercer I and II and III, Shooting Star (Mystic Art), Serpent Strike, Black Vines, Whirlwind, Retreating Strike, Chain Pull.
Your goal is break the enemies down as quickly as possible using your enhanced damage against Scorched enemies. The Kusari-gama will be your general weapon for traveling the level, and the Dual Swords will be used in combination with Tengen Kujaku's unique passive, Fire Talisman, Carnage Talisman, Extraction Talisman, and Sloth Talisman to create an unending storm of flaming death. Once your opponent is on fire, they are dying very quickly thanks to your increased damage and the buff stacking, and the completely broken Sloth Talisman will make sure that even opponent that can normally be a pain are very easily disposed of. If an enemy resists Fire, we use Living Weapon and shuffle to the correct element with an Extraction Talisman active so we can maintain our Living Weapon for a very long time so long as we are in combat. Basically, as soon as a fight starts, you'll use your Quick-Change and Extraction (and Kekkai if you have it, though as stated, it is not necessary), hit them with Sloth, rush them with the Kusari-gama to whittle down their ki, switch to the Dual Swords and activate your Fire Talisman and Carnage Talisman, then blaze through (get it?) using Flux chaining to maintain all three passive benefits of Tengen Kujaku's unique ability. Use Shuriken to break guards of retreating enemies, use one of the alternative Talismans if your opponent resists fire and you don't have Living Weapon, and use Tiger-running Scrolls to breeze through the level by avoiding every enemy.
