Bug in sumstats_summary reporting

Hi,

It looks like the reported SE value for Fis is actually the SE for num_individuals. 

I will admit that this was found with Claude when I was examining how different R packages and STACKS calculated Fis. But it must be a real issue. I took a look at some previous sumstats_summary files I had generated with STACKS 2.68 and the StdErr columns for Num_individuals and Fis are identical. So they must be wrong.

This appears to caused by a bug in the populations.cc code.
