Local templates for stack new

Hi,

previously, Debian users could run "yesod init" and get everything they
need from Debian.

Now it tells them to run "stack new", which tries to fetch templates
from GitHub. This does not go well with what Debian users expect.

Is there a way to make "stack new" use template files that are shipped
by the distribution? E.g. would it check a certain local path before
trying to go online?
