Distro data on hackage out of date

Hi,

http://hackage.haskell.org/package/vector claims that LTSHaskell has
0.10.12.3, while https://www.stackage.org/lts-4.1 says it has
vector-0.11.0.0. Looks like the updating of the distro data on hackage
is broken.

That was it, it now points to the LTS-4 version.
