Publish a package that uses c2hs and requires C lib

Hi All,

If I have Haskell a library that provides bindings to an external C library, what would way to publish it on Stackage?

I am ok to require end users to make sure the C library is installed before they can successfully do `stack install`, but what about Stackage's nightly builds etc.?

Or what would be the correct way of addressing this issue?

Specifically:

If your library depends on a C library, add a note to your pull request with the Ubuntu library name, or even better edit the debian-bootstrap.sh script directly
