Is there an announcement list or a syndication feed or a regular schedule that would let me know when new LTS versions are released?

I'd recommend using the RSS feed. The one for LTS is:

https://www.stackage.org/feed/lts

Or for specifically LTS 4

https://www.stackage.org/feed/lts-4

As for the schedule, there's a new minor release of lts-4 every week. Typically on sunday.
