Please Carry your Registration Card always in Japan (Jairyo Card)

This is to inform that all foreigners are needed to carry their Registration card with them always.

Yesterday there was a very bad experience to one of our Indian Family. The Indian mother of two girl childrens of 8 years and 13 years of age, who is a dependent of an Indian Engineer working in Japan about 10 years went for shopping with her friends, in Tokyo. She forgot to carry her Registration card with her. Near the railway station, the police man asked for her identity at 3:45pm. All the other friends with her had the Registration card and this lady did not had. She told the police men in her broken Japanese. The way she spoke gave the police people doubt and they took her to the Police box (Koban) near the railway station. Around 10 police people started questioning her from 3:45pm to 5:30pm, and this lady pleaded that her children are small and they will be back from the school by 4:00pm and will be waiting for her outside their door, and she want to go home. Finally the police people brought her in the Police car to the apartment and took her inside the apartment. They took around 15 photos of her opening the door, entering the home, taking the Registration card from the cupboard etc.. After seeing the Registration card, also they wanted to take her to the Main police station. Even after seeing this small children waiting at the door, the police people took her in the police car, as if she had done a great crime. 

By this time her husband was also informed and he also went to the police station. They did not allow him to meet her. They told that this is the normal procedure. 

They got sign from the husband in many papers asking his permission to do the "FORMALITIES". This poor person was really afraid and signed all the papers. 

Inside they again took lots of photo of her in many poses. They took her all finger impressions and hand impressions etc.. Took her signature in many papers as per the formalities. Finally they brought cotton buds to get saliva from her mouth for doing a DNA test. At this point of time, the lady got annoyed and told that she want to talk to  her husband before doing more test. Then the police people did not go for the DNA test.

Finally she was in the police station till 9:50pm in the night. Then only they allowed her to come out and meet her husband. She and her husband came back home, in a taxi to home by 10:30 night. The children where taken care by their neighbor.

The Japanese police people are telling that this is only a normal procedure. They are catching many people and doing the same way to the foreigners in Japan. It seems they had done this to 600,000 people this FORMALITIES.

1. I am afraid why this procedure for more than six hours for a Legal visa holder, who is a dependent of an Engineer serving this country for about 10 years.

2. Will they do it to any other foreign citizen in the same way?

3. Will our Indian Embassy help Indian Citizen like the US embassy help an American citizen when they get in to trouble like this?

4. If police had doubts they could have got it cleared after seeing the Registration card. Even after the Card was produced to the Police, why they took another 4 hours for clearing the procedure that also a lady in the station even with out allowing her to see her husband.

5. Why his police people did not even allow the husband to meet his wife for 4 hours.

6. Is this a great crime what she did?

So dear friends please carry your Registration card with you always, Some people consider foreigners as Waruii Gaikkoku jin unless they really understand the goodness in these foreigners.
