サイト訪問時の詳細確認のために貴機関のキリノッチオフィスに在する担当者の方に以下メール内容ご確認のうえ、送付していただけると幸いです。

Nice to meet you.

This is Jumpei Takami. I work as a public employee (civil engineer) in Japan.

My colleges (consisting of about 40 people) and I are participants of Sri Lanka Study Program, and will go to Sri Lanka to study a variety of activities which involve a lot of organizations.

During our visit , we will be visiting your Killinochchi office. 

I heard from Keiko Matsuo that your have kindly made arrangements for our visits. Thank you.

I would like to ask some questions about your arrangements and would appreciate it if you may reply below:

1) Please tell me about detailed project site's address?? (IHP/ Phase II (Model House) and Phase II(RCIF, RCI))

2.) If possible, please inform us about the arrangements in detail (for example: what we will see, who we will meet, etc.).

3) I heard that we will visit the Thondamanagar Community Center. Are we going to see an opening ceremony there??

4) May we receive some information concerning the hospitals which are close to your sites? We will like to know beforehand just in case.

Appreciate if you could respond to the queries, adding to my response below, from Junpei, UN Forum study tour coordinator in charge of UNH.

 

 

1) Please tell me about detailed project site's address?? (IHP/ Phase II (Model House) and Phase II(RCIF, RCI))

 

Do we know or even is there any postal/ physical address available for the sites they are going to visit? Of course we will be guiding their bus by our vehicle going ahead, but probably they would like to know the exact location of the sites’ beforehand.  

 

2.) If possible, please inform us about the arrangements in detail (for example: what we will see, who we will meet, etc.).

 

I explained that it would be difficult to fix the number of the community members and exactly who to come at the sites when they visit, as most of them are working as daily laborers. However, can we specify at least say CBO President, house owners & family, etc to come? In addition, can we indicate what we can show them, complete housing, housing under way, what technologies used, what will be going on in the opening ceremony etc? They will visit a school programme under WFP who specified the programme including the exchange activities. I think the UN Forum would like to fix our schedule as such. It will be a bit difficult for us to do as the nature of the projects are different, but if you could arrange as detailed as possible, it will be appreciated.

 

3) I heard that we will visit the Thondamanagar Community Center. Are we going to see an opening ceremony there??

 

Yes, rather than seeing, the delegation will be participating in the opening ceremony. Community members and UNH staff will be there, no government officials.

 

4) May we receive some information concerning the hospitals which are close to your sites? We will like to know beforehand just in case.

Regarding the quarry about the hospitals- the district hospital is close by our office and 10 minutes’ drive away. Apart from this, there are couple of  peripheral hospitals in and around kilinochchi itself.

私どもスリランカスタディグループは無事にコロンボに到着いたしまして、明日（7日）から北部にて各国際機関を訪問させていただく次第になっております。

貴機関におきまして、先日お電話とメッセージにてご依頼させていただきました、

サイト訪問の詳細調査についてご協力いただきましてありがとうございます。

また、現地の方々も柔軟に迅速に対応していただきありがとうございます。

詳細な住所、対象者および目的や方法について細かく教えて頂き、わたくしどもとしても事前知識が深まったと感じております。

EUの件、了解いたしました。

最終日程の件につきましても了解いたしました。

参加者リストの件ですが、こちらの不手際で送信ができていませんでした。大変失礼いたしました。念のため、本日夜に再度送付させていただきます。

コロンボでの質問については以下の3点をベースに考えております。

1.他の機関とのコンフリクトはないのか？

2.建設後の建物のメンテナンスはどのようになっているのか？

その土地や文化に根付いた建築物を建てているのか、またどのように建てているのか？

本日はおいでいただき誠に有難うございました。

 

たくさん質問やコメントをいただき、大変有難かったです。

 

事前にいただいていた質問のうちの、

1.他の機関とのコンフリクトはないのか？

2.建設後の建物のメンテナンスはどのようになっているのか？

3.People's processとは具体的にどのように実施されるのか？判断を間違うことはないのか？

２．と３．につきご回答申し上げることができませんでした。申し訳ありません。

 

２．メンテナンスについては、行政機関の資産目録に登録し、彼らが責任をもって維持管理していくこと、そしてコミュニティも日々の利用に際して清掃活動を行うことなど、契約の前から話し合いを重ねます。そして契約終了時には、handover certificateに維持管理の条項をいれて三者（行政・コミュニティ・国連ハビタット）でサインをします。ドナーの大きな懸念のひとつは事業によってさらなるdependencyを作り出すことです。彼らはコミュニティの自立支援のために建物に対して資金を提供しますが、ラニングコストを負担することはdependencyにつながるので支出を認めません。ですので、事業終了後も維持管理をしていく責任の所在を明確にし、予算及びマンパワーを確保することが肝要だと認識しております。

 

３．判断を間違うことはないのか、ということですが、これは何を「正しい」判断とするかをまず考える必要があると思います。極端な例ですが、生計手段向上事業の中で大麻製造を収入増加の手段とすることは、もちろん国連機関としてサポートすることはできないと思います。しかし、IDPが維持可能な再定住をすることが大目標であるならば、アウトプットそのもの（公民館や幼稚園）よりも、そのプロセスの中で人々が自立に向けて活動し、コミュニティの団結が強まり、また社会・経済的に力をつけていくことに主眼がおかれるべきであり、これも極端な例でもちろんこのような結果にはなりませんが、少しひしゃげた建物ができたり、また公民館ばかりがそこここに建てられるということも許容範囲なのかもしれません。もちろん最善・最良と思われる判断ができるよう、ハビタットはコミュニティに入り込んで、常に人々と対話を続けています。
