謙朗さん、

お体の調子が優れない中、ご連絡くださり本当にありがとうございます。さっそくスリランカのRepにつないで下さり、心より感謝いたします。今後の細かいロジなどの調整は、こちらで行います。最初はCCさせていただきますが、きっとたくさんのメールが行き交うことになると思いますので、その後は要所要所で謙朗さんに進捗をご報告するようにしますね。その際にもしアドバイスなどありましたら、いただけると幸いです。

昨日は中井さんとご一緒だったんですね。太田くんの活動にご協力いただき、ありがとうございます。太田くんを始めとする国連フォーラムのスタディ・プログラムに参加する若者は、みなさんそれぞれに高い志を持った、骨太の人ばかりです。彼らとともに現場を見て、いっしょに議論することで、私も多くの気づきをもらいますし、また彼らにとっても人生を左右するほどの大きな学びがあるのが、このスタディ・プログラムだと思っています。今年のメンバーにも、ぜひお会いいただく機会を作れるといいなと思っています。

改めて、ご協力ありがとうございます。これからもどうぞよろしくお願いいたします。

明日は、来週からTDYでネパールへ行くStephenに会いに行ってきます。久しぶりに青山のオフィスへ行きます。

スリランカのWFPは、北と紛争中は色々やっていたのですが、今はものすごく縮小して、お金もなく、あまりWFPの良い例のオフィスではありません。ミヤンマーでも僕から見ると小さい方ですが、そのさらに半分以下かもっとです。そのへん、前もって、ご了承ください。

昨日は国際開発YOUTH-NETに頼まれた講演を横浜でやりました。若い人達50人ぐらいの前で緊急支援のリーダーシップというタイトルで、WFPの中井さんといっしょに、講演、ロールプレー、その後の飲み会などやりました。ミヤンマーの国連フォーラムのツアーで去年会ったまだ大学生の太田君がリーダー的オーガナイザーでやっているグループです。若い人達から元気をもらいました。感心します。

話は全く違ってすみません。今日から、風邪をひいてしまったようで、熱だしてます。で、大原の楽しみにしていた釣りにいけるかわかりません。だけど、台風もきてるみたいで、どっちにしてもいけないかのかななんて、おもっています。情報あったら、あすにでも、おしえてください。

My name is Kazuhira SAITO, a member of Kokuren (=UN in Japanese) Forum (Sri Lanka Study Programme). I am an undergraduate student at Department of Civil Engineering at Kyushu University in Japan.

As introduced by Kenro-san, we are planning to visit Sri Lanka from 6 to 12 September , with other members of Kokuren Forum Sri Lanka Study Program (SSP). We are a group of about 40 young professionals and students, while in the field we will separate into two groups of 20 people. The main objective of our visit is to understand the efforts for peacebuilding and learn about establishing sustainable society after the long-lasted conflict. (For more information about SSP, please kindly see attached a TOR).

From our side, my colleague Ayumi Okazaki (Ms.)  and I will be the contact persons in charge. We are very grateful for your cooperation and understanding for our programme.

Is it possible to let us know if we can visit some projects implemented by WFP in Sri Lanka during our stay, and to ask for on-site briefings about the project? For example, after we look through your official website, we found out that WFP is implementing 1.) nutritional supplementation for pregnant and nursing mothers, as well as for children six months to five years of age, and 2.) School meals to address short term hunger in primary/secondary schools.  Your kind advice on which projects we can (if possible) visit is highly appreciated in advance.

Surely, you can visit all our programme activities ( school meals and nutrition interventions) as reflected in your message and kindly note all WFP activities are in the Northern Province that will require two days travel on bus or train for both go and return journeys.

We are glad that we could visit your project sites and have an opportunity to learn from the WFP professionals. We studied the report by WFP Sri Lanka, and learned that Protracted Relief and Recovery Operation (PRRO) and Climate Adaptation Fund are the two main on-going projects implemented by WFP Sri Lanka.


Would it be possible for you to kindly share with us some more information about the on-going projects (PRRO, Climate Adaptation and any others)? For further details, we would like to obtain following information, to the extent appropriate:


1) The project document about PRRO and Climate Adaptation.

2) Progress Report or Mid-term Report that shows the project outcomes.

3) Some relevant PR materials such as leaflets about PRRO and Climate Adaptation.

4) Exact address or access map of these project sites.

5) The closest city from these project sites, and the distance and the time required from the city to travel to these project sites.

  かなと思いますが、これはメールをドラフトする際に必要であれば入れてみてください。

We studied the fact sheets, but we were unable to spot your exact project sites. I am sorry to bother you but could you kindly tell us where the project sites of 1) SMP, 2) Mother Child Health and Nutrition, and 3) Climate Change Adaptation are exactly being held?


We are going to visit your project sites in Northern Province on 8 September if possible, so the address of these projects would be very helpful for us to plan our schedule and logistics.

Regarding project sites for the visit, we will discuss with our field offices to come up with a list of sites. However, before doing so, we need to know specifically the dates you will spend in the North, starting from the 8th of September. In addition, I understand that your team will split into 2 and each has 20 members. Therefore, I assume that each team will have a set of project sites to visit.  We will appreciate if you can provide the information by Monday next week.

Our schedule is below:

7 Sep.  Move from Colombo to Vavuniya (stay at Vavuniya)

8 Sep.  Visit some project sites including WFP one (morning or afternoon, depending on the logistics), at night stay at Jaffna

9 Sep.  Morning: IOM and FAO project visit, Afternoon: Move back to Colombo


We will split into two groups. On 8 September, half the group will visit WFP project sites plus a project of another organization. while the other half will visit the project sites of “Save the Children” and ILO in Mullaitivu and Killinochchi.


We would be helpful if we could obtain detailed addresses of the proposed sites, with some road names and how long it takes by vehicle from Vavuniya.

Based on your itinerary, can I assume that we will organize visits to WFP-supported project sites on the 8th of September for one of your groups. Upon your arrival in Kilinochchi from Vanunya,  WFP will provide a quick brief on WFP activities at the WFP Area Office and field visits will follow. Hoangさんへのメール、チェックしました。情報が分散すると後で追跡するのが困難になるので、コミュニケーションラインは、基本メールに集約しましょう。バックアップとしてFBのメッセンジャーを使うのはいいと思います!

Thank you very much for your suggestions. We are excited to be able to visit WFP project sites.


Kindly allow me to share with you our current plan. We will have to leave the WFP site at 12:30 on 8 September, as we will also be visiting another project site by UN-Habitat in the same area in the afternoon. So as much as we would like to spend the entire day with the WFP beneficiaries and staff, we will have to leave at 12:30 for another site, which means we will not be able to do the afternoon portion of the suggested itinerary.  

Regarding lunch, we ourselves are going to find out some restaurants, or to get lunch boxes from our hotel.

Could I ask one more question?
1) Does the school exist in Kilinochchi Province, Mullative Province or other area? We would like to know which Province the project site belongs to, because Japanese Government designate Mullative Province as security level 2, and due to our internal security procedure, we need extra security precautions if the area is Mullative Province.

Thanks for the feedback.

 

As you will have to leave WFP from 12:30 on 8th September, the visit to the women’s project in Mullaiivu district will be removed.

The two project sites (school and health clinics) to be visited on the morning of the 8th September are all in Kilinochchi.

 

Kindly provide logistic information so that Mr. Anthoneypillai and Mr. Nihmath can coordinate with you for further arrangements.

We totally agree with your suggestions, and we will leave the clinic to at 12:30.


Given the suggested plan in the morning is to visit schools and health facilities, we understand that schools are supported by WFP through its School Meals Programme, and Health facilities are supported through Mother Child Health and Nutrition Programme (please correct me in case I am wrong). 


We are very much interested to those programmes, and therefore looking very much forward to visiting those sites.

  1. We understand that we can get back to Kilinochchi by 13:00 following this schedule; if you think otherwise, please kindly let us know.

  2. If we may, is there any space which we could borrow your office to have lunch after we return from clinic? We are going to bring our lunch boxes from our hotel, but we do not have any places to eat. We would be very glad if you could kindly assist us in this regard.

  3. How many primary/ secondary school students (roughly speaking) are there in the school? How about teachers? Also, about the number of MCHN beneficiaries and health staff in the clinic?

  4. Related to above question, we are discussing among ourselves if we can sing songs or show our dance, as part of our appreciation to those students/ project beneficiaries and also as a cultural exchange between we as Japanese and Sri Lankan people. Do you consider our idea is appropriate, and will be accepted by the beneficiaries and your colleagues? Regarding your proposal of rescheduled times for the briefing, visit to school and clinic, it is fine to me. However, Mr. Royce ANTHONEYPILLAI, reading in copy, has to confirm, taking into account distances and travel time.

 

Point 1.: Royce will let you know.

Point 2: You are welcome, the WFP Area Office has a large dining room.

Point 3: The details will be provided by Royce in a separate message to you.

Point 4: I think singing/dancing is a good thing to do as cultural exchange. But I believe, school is a good place to do so. On this, our Sri Lankan colleagues in CC will discuss further with you.
