asking for ideas to help with a practical (city-wide problem

I got bothered and pissed off in Central Square, Cambridge yesterday. a scooter rider, apparently one of those delivery guys, chose to go on the sidewalk (busy at the time, around noon).

a few years ago, a bike rider in another, less busy part of Cambridge, came within an inch or two of hitting me/

sp. any practical, feasible, solutions to stop wheeled vehicles use on sidewalk? 

looking for practical solutions that I can perhaps offer to the City of Cambridge, and which other cities could implement.
