Can a FCRA organisation give loan to staff
for his daughter marriage and how it can be repaid and to which account it has

Generally earlier we advised an organisation, wishing to
give staff advances that these should be in accordance with organisation’s
policy. However after amendment in S.7 this has become more tricky.
First of
all, we should be clear that any advance given is an ADVANCE and not
expenditure, i.e. not UTILISATION. Thus Advance is nothing more than amount
recoverable. There are various considerations,
1.
Donor may not allow an NPO to give advance from its Grant. In such a case, one
can give advance only from NPOs own funds and not from Grant
Funds.
2. If donor is either silent or allows
advance, then please ensure there is aproper policy in place for any Staff
Advance, etc. Note this is not Utilisation, but a benefit being given to a staff
member, which will be recovered.
3. You may face
problem in depositing recovery of staff loan into FCRA A/c, if SBI does not

If the advanced is planned to be given from FC fund, then it will be a violation, as advance from FC fund can be given only for the project program for which the grant has been received. It cannot be given as advance for other private purposes. For such cuses, the oganisation can give advance from its own....(click to read more)
