IRAP has produced a new backgrounder for legal practitioners and advocates to understand the Safe Mobility Initiative. Since announcing the Initiative in April 2023, the Biden administration has opened Safe Mobility Offices (SMOs) in Guatemala, Costa Rica, Colombia, and Ecuador as new vehicles to access refugee resettlement to the United States and elsewhere, to offer humanitarian parole in instances of denied U.S. resettlement, and to screen certain individuals for other lawful pathways to the United States and other countries. Since there is limited publicly available information on the Safe Mobility Initiative, IRAP shares what it knows about the Initiative, recognizing that information is incomplete and in flux. This analysis reflects information that IRAP has learned through site visits and conversations with stakeholders in government and civil society in the United States and Latin America.
