{SQLThoughts} SQL SERVER 2008 role question

I have two different databases in SQL Server 2008. I have a role
called Mitigation_Owner in database #2. I want to give that role a
read only permission for all tables in database #1. When I try giving
the role access in database #1, it either says it can't find the role/
user or dont have the permission to do so. Can anyone help me out with
this?
