Moving sqlline to Maven Central

For the last few releases, the primary source for Sqlline binaries has been the Conjars repository[1]. I propose to distribute via Maven Central. This will reach a wider audience, and does not require people to add a special <repositories> section in their project's pom.xml. 

I have gained permission from Sonatype, who are the gatekeepers [3]. The next step would be for me to make a release 1.1.9 and push to Maven Central.

Should we also mirror to Conjars?

And, by the way, thanks to Chris Wensel at Concurrent, who has graciously hosted Conjars for several years.

OK, it's done. sqlline release 1.1.9 is now at maven central[1].

Cc: drill-dev and calcite-dev, because I know those communities
heavily use sqlline.
