Facing probleme doing rake db:create. Using sqlite3-1.3.10-x64-mingw32.

Hi!

I am facing this issue for quite a time now. I am using Windows 8.1 64bit and downloaded sqlite3-1.3.10-x64-mingw32 gem. I am getting the following error.

$ rake db:create
