is there any way to use ‘gsubfn’ with R version 3.2.2 ?

I am using it on R-3.2.2 Patched and had no problem. Are you able to install other packages?

Maybe try a different mirror. Note that the mirror setup changed in recent versions of R to favour mirrors that support https.

devtools::install_github("ggrothendieck/gsubfn")

That should not be necessary. gsubfn is on CRAN and is available for R-3.2.2.
