deployment creation for windows failing with sql anywhere 12 developer edition

Hi,
I am working with v12 developer edition of sql anywhere and wanted to create deployable MSI for windows. The tool fails and creates an MSI of only 36kb. Has anybody else tried this ? With v11, it is working fine.
