The simplest Python construct does not work ?

I work in Spyder 4 and Windows 7.

Faced a strange situation.

The first design works, the second does not. (See photo screen)

I can not find an explanation.

Is this a Spyder or Python issue?

Unfortunately Spyder doesn't support running code blocks in "run selection or current line (F9)"

If you run the whole file with F5 the code should run fine. if you want to run it line by line you can try the debugger.
