I downloded and installed the 5.1.5 version but when I open spyder it still says 3.8.3 in the console, why?

3.8.3 is the version of Python itself that the console is running.  You can see that you're running Spyder 5.1.5 by selecting 'About Spyder...' in the 'Help' menu.
