Numpy not working in latest Spyder/Windows combination - how to install old version

Hi All,
As is recognised, windows 10 2004 has a bug in it which prevents the latest Numpy version (version 1.19.4) from working. When attempting an import, Spyder (and indeed any IDE), will give the error that "The current Numpy installation fails to pass a sanity check due to a bug in the windows runtime. See this issue for more information: https://tinyurl.com/y3dm3h86". I believe Numpy sits behind lots of other data processing type packages, such as matplotlib and pandas and therefore not having a working version of numpy essentially cripples python for data analysis.

I recognise a possible fix is to install a previous version of Numpy (say 1.19.3) until Microsoft release a patch.  

My question therefore is how to install a previousversion of Numpy in the new STANDALONE VERSION of Spyder. Previously I would have done it using anaconda. Can anyone offer some help to this end - all the documentation seems to assume that you are using anaconda.

Hey Cameron,

Unfortunately, we noticed this after releasing 4.2.0. But it'll be  fixed in our installers for 4.2.1, to be released next week.
