II. Project Context
Partnership for Governance Reform (Kemitraan) has signed a Contribution Agreement with The Embassy of The Kingdom of The Netherlands to implement a program in Protecting Human Rights Defenders for Sustainable Development in Indonesia. The overall goals of the program are to improve regulation/policy on the protection of human rights defenders in environment sector, improve protection mechanism for human rights defenders in environment sector and capacitate civil society who are working in the environment sector through increased activity in promoting and advancing human rights.
The scope of the program includes, among other things: capacity building for local and national actors/human rights defenders, technical assistance of State and non-State actors, providing grants for human rights civil society organizations in national and local level, establish knowledge and learning in data collection, analyzing data as well as information about protection of human rights defenders in practice and lastly, gender mainstreaming.
Issues of human rights defenders are not solely a male and masculine-dominated issue. It applies to all sexes thus the need for an equal treatment and promotion of gender equality. Kemitraan’s program policy fully recognizes gender equality and promotes gender mainstreaming as important components to ensure the achievement of stronger, sustainable and responsive system to a greater percentage of the population. It helps to eliminate discriminatory practices, provide both men and women with access to justice, protect the human rights of all, build equitable and representative institutions that inspires the trust of both men and women, and finally enhances state’s compliance with the principles of gender equality. Kemitraan believes that gender mainstreaming is crucial in the program approaches and key to successful achievement of the program which aims to bring positive impact to both women and men and to facilitate their equal participation in the process of justice sector reform, human rights and democracy. Therefore, in this program, Kemitraan will ensure that gender mainstreaming will be adopted in the various steps of program planning and implementation as well as in the achievement of program results, e.g.: in the regulatory framework, strengthening process, during technical assistances, capacity building process and learnings. In the monitoring, evaluation and reporting processes, sex-disaggregated information will be identified and presented to reflect the gender mainstreaming dimensions in program.
To implement this program while ensuring the gender perspective is always a part in each implementation steps, Kemitraan is recruiting gender specialist who will work together with Human Rights Defenders Team for Protection of Human Rights Defenders for Sustainable Development in Indonesia. He/She/They will also be working closely with the national experts in the Human Rights Defenders project, and ensuring that gender perspective is enforced through all the actions taken by the team in achieving project’s outcomes.
III. Scope of Work
Summary of Consultant Functions:
· Advise Kemitraan in project implementation and evaluation;
· Ensure gender perspective in the project implementation, report, policy advocacy, campaign strategy and raising public awareness;
· Ensure gender perspective is applied in the creation of online information platform and database on protection mechanism for human rights defender;
· Involvement in training module preparation and to facilitate training/workshop;
· Prepare, plan and provide substantive input to Project to ensure the accommodation of gender perspective;
· Prepare, plan and provide substantive input for proposed regulation/policy in protecting human rights defenders in environment sector;
· Provide technical assistances and gender mainstreaming principles for the beneficiaries and grantees;
· Conduct monitoring of program activities, through field visits, to assess the accommodation of gender mainstreaming principles in the program implementation with respect to project objectives, outputs, indicators and, when necessary, suggest corrective measures to be undertaken and reported in coordination with Monitoring and Evaluation Unit;
· Conduct observations and situational analysis with focus on gender mainstreaming principles, in relation to the project achievement;
· Identify concrete options and objectives for further support in this area;
· Coordinating and working together with HRD team and other consultants/national experts;
· Conduct other supports related to gender perspectives and issues;
· The consultant will be fully responsible for the process and result of the project.
IV. Expected Output
· Written advisories on project especially project implementation, evaluation and recommendation;
· Written gender policy and principles for program implementation;
· Full involvement in project implementation and evaluation;
· Involvement in the creation of training module in regards of the gender perspective, constraint and strategy;
· Written advisories on key/major results, gaps, lessons learned, methodologies and good practices;
· Written input on program monitoring results specially on gender perspective;
· Written substantial input on concrete options and objectives for further support;
· Written substantial input on online information platform and database on protection mechanism for human rights defender;
· Monitoring and evaluation report on the accommodation of gender mainstreaming principles in the implementation of the project;
· Work closely with all team member and national experts/consultants;
· Work effectively and efficiently to achieve the project goals.

VI. Recruitment Qualifications
Education:
Secondary Education (Master, preferebly PhD) in gender studies, social development or social sciences.
Skills
· Skillful in accomplishing both programmatic quality assurance as well as procedural and administrative accountability;
· Has experiences and skills in facilitating the development of multi-stakeholders fora both at the national and local levels;
· Experience in mobilizing of supports and cooperation with multi-stakeholders such as government agencies, civil society organizations, social-political figures, and grassroots communities, as well as donors;
· Clear commitment to governance reform especially in the area of gender perspective;
· Good interpersonal skills, especially in dealing with personalities in the governments, local communities and other agencies;
· Having availability to carry out necessary travel assignment;
· Humble in character and patient in listening to stakeholders is a must;
· Fluency in English with excellent verbal and drafting skills;
· Well-developed analytical and presentation skills;
· Having excellent skill in report writing and the use of ICT;
· Having experience in handling of web based management systems;
· Team player, able to work respectfully and cooperatively with colleagues of different nationalities and cultural background.
Experience:
More than 10 years of relevant experience is required at the national level on the field of conducting research and or assessment alike. Experience in the usage of computers and office software packages, knowledge of spreadsheet.
