developing and transitioning countries, providing comprehensive development
solutions in areas including crisis mitigation and stability operations,
democratic governance and public sector management, agriculture and
agribusiness, private sector development and financial services, economics and
trade, HIV/AIDS, avian influenza control, water and natural resources
management, and energy and climate change. DAI, the contractor for the USAID
Mitra Kunci Initiative, commenced implementation of the project in January
2017.
Background:
The Mitra Kunci Initiative is a five-year, $15 million, USAID-funded program implemented
by DAI Global, LLC that will promote more inclusive economic growth by
improving access to workforce and entrepreneurial skills for poor and
vulnerable youth. The Mitra
Kunci team will provide USAID project implementers and
workforce stakeholders with technical support, connections, and platforms to
help build a more robust and responsive workforce development ecosystem. In
addition to management support, capacity building, and coordination, DAI’s
technical assistance will include identifying, piloting, and scaling new
workforce development approaches and innovations. The ultimate goal of USAID’s
inclusive workforce development work is to connect 200,000 poor and vulnerable
young Indonesians with learning and livelihood opportunities.
Task and Responsibilities:
The Monitoring
& Evaluation Officer (MEO) will
support Mitra Kunci to implement the Employment
and Economic Empowerment of Persons with Disabilities (PWD) activities
through support to planning, implementation, monitoring,
evaluation, and reporting. The
activities will be implemented in seven (7) target districts across East Java
Province. The Monitoring & Evaluation Officer
(MEO) has two primary areas of tasks and responsibilities: M&E Provincial
Program Duties and Operational Duties.
Essential
Duties:
M&E Provincial Program Duties:
With consultation from the Jakarta-based Mitra
Kunci M&E team and the Provincial Project Coordinator (PPC), the MEO will:
- Develop data
collection methodology that is relevant to activities at sub-national level,
based on Mitra Kunci M&E Plan and provincial work plan;
- Develop M&E forms
and any related document based on the data collection methodology above;
- Develop timeline of
M&E activities according to provincial workplan;
- Collect, record,
clean, and analyze the data gathered from the implementation of activities in
alignment with USAID reporting requirements, project reports, and any other
publications under Mitra Kunci activities, such as success stories, weekly
updates, infographics, etc.;
- Design and carry out
evaluations to assess project impact at provincial and district levels;
- Coordinate and assist
program partner M&E activities as needed.
Operational Duties:
- Support visits and meetings to district and local communities as advised by the respective
provincial office,
with focus on capturing information and monitoring progress;
- Support event preparation and implementation at the provincial as well as district level, to
ensure tasks related to M&E are set in place;
- Support Provincial
Project Coordinator (PPC) in managing data collection, monitoring, and
evaluation for Disabled Persons
Organization (DPO) or Grantee in East Java.
Other tasks relevant
to
fulfilling the objectives of
Mitra Kunci.
Qualifications:
- A bachelor’s degree in
related field, and advance degree in related field is advantage;
- Has minimum ten years of
experience in monitoring and evaluation, data collection, assessments, survey
design, data analysis, statistics, knowledge management, reporting, and/or
other relevant areas;
- Knowledge of statistics
and survey methodologies is required; at least one year of experience in survey
development preferred;
- Proficiency in database
management and data analysis. The successful candidate will have robust data
analysis expertise, excellent data management skills, strong attention to
detail, and comfort working with large amounts of data at the same time;
- Experience in at least one of the following areas
will be an advantage: Disabled Persons Organization (DPO), Gender Equality and
Social Inclusion (GESI) with a focus on the inclusion of persons with
disabilities (PWD), Positive Youth Development (PYD);
- He/she will also be adept
at utilizing data and other information for learning and adapting program
activities for continual improvement;
- Experience with USAID
data reporting is preferred;
- Proficiency with desktop
publishing;
- Fluency in written and
spoken Indonesian essential; basic English proficiency an advantage;
- Has strong writing
abilities;
- Excellent interpersonal skills, ability to
communicate effectively, and good team player;

Base of Operations:
- This position will be based in Surabaya, Indonesia with traveling to
districts of working areas (Sidoarjo, Malang, Pasuruan, Jember, Banyuwangi and
Situbondo) and Jakarta.
Reporting:
- Reports to Provincial Project Coordinator
(PPC).
