How can we tell if a notebook or block is shared with people OR is private to the user? The web UI shows an icon of a "lock". I would like to do the same.

Hi.  The way to do this would be to inspect all of the workbooks that the block is in.  If the block is in any workbook with a property of "/meta/published" set to true then that block is publicly available.  If not, it isn't.
