The below message is from the head of the development committee of the Spring Harbor Neighborhood Association, Tom Kneubuehl (tkneu...@gmail.com). 

Hello Spring Harbor and Indian Hills neighbors!

Hopefully you have heard that the City of Madison is planning to reconstruct Lake Mendota Drive (LMD) from Baker to Shorewood Hills starting in June 2022. The City has information about the project scope here, including a link to a survey they are doing pertaining to the project, and notice of a public hearing on January 11th. You must pre-register with the city to attend the meeting on the 11th

In addition to reconstructing LMD, the project will likely involve the installation of sidewalks with terraces (space between the road and the sidewalk) on one or both sides of the road, and LMD property owners will be assessed project costs which they can pay in one payment or over time. The average assessment cost to LMD homeowners will be in the thousands of dollars, the amount varying based on multiple factors including linear footage, whether your driveway apron needs to be replaced, and whether you need a private storm sewer line installed, among other things. There may be additional out-of-pocket costs to you if you need to remove landscaping in the City of Madison right-of-way. And long term, you will need to keep the sidewalks free of ice and snow in the winter at your cost/effort.

Obviously, the “cost” of this project is more significant for homeowners on LMD than for others in the neighborhood.  But it is important for everyone in Spring Harbor and Indian Hills to weigh in, as the change will be a major one and we all live on and use these streets in the neighborhood. Furthermore, if the goal of the city is to have sidewalks on all streets, then it is possible you will be directly affected by a similar project at some point. As one of the few lakeside neighborhoods in Madison, and an old neighborhood, Spring Harbor and Indian Hills are true gems, and getting input from as many residents as possible is desirable.

I would also like you to fill a different survey, that I developed with professional assistance, so I can better understand your point of view and the neighborhood overall. This survey asks more detailed questions about neighborhood residents’ preferences and concerns about this project. 

The hope is to get response rates (calculated based on your address) up above 80-90%, but this will require talking to your neighbors and encouraging them to respond, as well. It is fine to forward this email to them, or you can share the below link or QR Code:
