Powertools on Springdale Linux?

Hello,

I was looking for the Powertools repo in SDL8, in RHEL this is called the Codeready-developer repo. I found the list of packages in Powertools/Codeready-developer, when I search for the package "dovecot-devel" it is listed under SL8 as part of the Appstream repo. Just out of curiosity, how come these Powertools/Codeready-developer packages are part of the Appstream repo and not a separate repository just like in RHEL?
