Is there a particular format that y'all are using for your written sections? Like, highlight problem, any available data, potential solutions, discussion of alternatives, then specific recommendations? I know we'll probably move some of the sections around and mix and match once we had them all together, but just wanted to check.

That sounds like a reasonable approach to me. I am going to aim to have very clearly delineated sections (i.e. bullet points) so, like you said, we can move around sections as needed later on.
