I configured dhcpd to give out addresses on eth0. I see that dnsmasq is also running and appears to be giving out dhcp as well. This isn't something I configured, is this part of the enomaly manager setup?

Yes, this is part of the manager setup and can be disabled.

How? Turning it off and stopping the service in chkconfig doesn't work. It is still started at boot.

There is a file called /etc/libvirt/qemu/networks/default.xml Rename this to default.disabled, restart libvirt,  and terminate dnsmasq via killall dnsmasq. Once this is done, the dnsmasq shouldn't start up anymore.
