6: Request exceeds quota limit from buyers

Hi -
 
Buyers are gettinng "Failed to create instance" when they try to provision instances from us. The logs in our dashboard show "6: Request exceeds quota limit from buyers" when a PUT is made to /vm.
 
The instance is very small, a 512MB memory, 1 CPU instance, and we have the quotas under the admin interface Hosting tab set much higher than our small instance (max 7 vms, 7 cpus, 7gb memory, 350G disk). There is ample space on disk to cover all of the quota.  No overcommittment here. I also confirmed that the Customers (customers) group is set to use that quota under Users/Groups -> Manage Users. 
 
We cannot provision any machines from the marketplace due to this issue. 
 
Please advise and feel free to push a test instance.

Yes - the spotcloud broker user needed to have explicity quota set. thanks.
