Can't connect to Instance

Hi !

After i created a instance i should be able to connect to the server
via ssh , right ?

ssh spot...@111.118.192.xxx
ssh: connect to host 111.118.192.xxx port 22: Connection refused

Does not work. Is this a provider problem ? Or did i made a mistake ?
