Case Studies - What action is appropriate in public?

Lady A and B met in a very crowded train.

Lady A is rubbing her hair and Lady B does not seem to like about it. Then said,
 
This is a public train, don't rub your hair because it disturbs other people.
 
Lady A kept quiet, stopped rubbing her hair, but does not look good.
 
Lady B seem to feel great and she move slowly away from Lady A.
 
By the time she reaches to center of the train (the train is still crowded), She took out a newspaper and read, though there is no enough space.
 
She push another lady next to her, just to have a little more space in order to read her newspaper. That lady starred at her, made no sound.
 
So, who's right and what is appropriate???
 
Lady A ??? B ??? or Both are wrong ???

Lady B has tendency to be selfish and inconsiderate.
Lady A has tendency to be shy and introvert.
No comments on who right or wrong as both parties can be right and can
be wrong when you look at different ways or different mindset.

There is no universal right or wrong about everythings concerning our
daily life in our universe.
We all galatic families.

controversial topic though. anyway, that's what i have been seeing nearly everyday on mrt (on my way to work). 

people might change, their reaction may be a bit different. but after all, they are all happening same logic. i was thinking it all happen by the Matrix (programmed by computer).

It's because you've been watching matrix film lately.
Human brain is very complex. We can't predict like computer program.
